Scottish Assembly report
PANS PANDAS UK welcomes the Scottish Assembly of Parents and Carers ‘Additional Support for Learning’ report.
The Scottish Assembly of Parents and Carers published their report into Additional Support for Learning on 27th May 2025. It captures the voices of parents and carers across Scotland who are navigating the education system with children and young people who have Additional Support Needs (ASN).
The report is a call to action to the Scottish Government, local authorities and school leadership to transform ASN provision across Scotland with several key asks:
list
- Strengthen resources and staffing in every school
- Recognise and value parents’ voices
- Mandatory ASN training for all school staff
- Specialist training and awareness on complex needs
- Building a culture of understanding and acceptance
- Enforce legal obligations
- Inclusion – not just attendance
- Diverse learning pathways.
“This report echoes the experience we have heard from parents and carers of children and young people across Scotland affected by PANS and PANDAS, with many reporting a significant lack of support within the education system. I commend this call to action. The voices in Scottish Education calling for change to ASN provision are growing louder, and I hope that together they will be heard by the Scottish Government, and lead to meaningful change.”
– Gillian Mathewson, PANS PANDAS UK Representative for Scotland
The Scottish Government have committed to responding to the reports from the Assembly, and we look forward to sharing that in due course.
